Bharat Stage norms

The first Indian emission regulations were idle emission limits which became effective in 1989. These idle emission regulations were soon replaced by mass emission limits for both petrol (1991) and diesel (1992) vehicles, which were gradually tightened during the 1990’s. Since the year 2000, India started adopting European emission and fuel regulations for four-wheeled light-duty and for heavy-dc. Indian own emission regulations still apply to two- and three-wheeled vehicles.
Current requirement is that all transport vehicles carry a fitness certificate that is renewed each year after the first two years of new vehicle registration.
On October 6, 2003, the National Auto Fuel Policy has been announced, which envisages a phased program for introducing Euro 2 - 4 emission and fuel regulations by 2010.

 

Comparison between Bharat Stage and Euro norms

The Bharat Stage norms have been styled to suit specific needs and demands of Indian conditions. The differences lie essentially in environmental and geographical needs, even though the emission standards are exactly the same.
For instance, Euro-III is tested at sub-zero temperatures in European countries. In India, where the average annual temperature ranges between 24 and 28 degree Celsius, the test is done away with.
Another major distinction is in the maximum speed at which the vehicle is tested. A speed of 90 kmph is stipulated for BS-III, whereas it is 120 kmph for Euro-III, keeping emission limits the same in both cases.
In addition to limits, test procedure has certain finer points too. For instance, the mass emission test measurements done in g/km on a chassis dynamometer requires a loading of 100 kg weight in addition to unloaded car weight in Europe. In India, BS-III norms require an extra loading of 150 kg weight to achieve the desired inertia weight mainly due to road conditions here

 Current news-----
The earlier deadline was April 1, and is now extended to July 1 to convert their models to Bharat Stage 3 for sale in 13 cities, including Delhi, Mumbai and Chennai. For sale in the rest of the country, auto makers would now have time until October 1 to switch their two-wheelers to BS 3. The move has given some relief to Hero Honda, which sells more than one million Splendors (Splendour is on BS 2) in a year, constituting 25 per cent of the company`s total annual sales. The brand also accounts for 13 per cent of the total domestic sales of motorcycles.

Measles is an infection caused by Rubella virus in children, is extremely contagious and found throughout the world. Vaccination has interestingly reduced the epidemics as compared to earlier times. Measles is typically characterized by fever, cold, cough and a skin rash that starts days before the onset of the disease.

Types of Measles

Rubeola virus which causes “red measles” and may lead to pneumonia or encephalitis.

Rubella virus which causes “German measles” or “three-day measles” is milder in form but can causes birth defects in the baby if the infected mother passes the virus on to the fetus.

Pain killers like acetaminophen and Ibuprofen to ease pain with doctor’s consultation.

WHO Report on the Global Tobacco Epidemic, 2009: Implementing smoke-free environments

The report is the second in a series about the extent of the global tobacco epidemic and measures to stop it. It includes the latest global and country figures on the prevalence of tobacco use and on the measures' impacts.

The report's theme is "smoke-free environments". WHO chose the theme because of the serious harmful effects of second-hand smoke, which include about 600,000 premature deaths per year, numerous crippling illnesses and economic losses in the tens of billions of dollars.

Human Rights Day

The promotion and protection of human rights has been a major preoccupation for the United Nations since 1945, when the Organization's founding nations resolved that the horrors of The Second World War should never be allowed to recur.
Respect for human rights and human dignity "is the foundation of freedom, justice and peace in the world", the General Assembly declared three years later in the Universal Declaration of Human Rights. In 1950, all States and interested organizations were invited by the General Assembly to observe 10 December as Human Rights Day (resolution 423(V)).

Bhopal Gas Tragedy - 1984

Hundreds of people have died from the effects of toxic gases(MIC - Methyl Iso Cyanate which leaked from a chemical factory near the central Indian city of Bhopal. The accident happened in the early hours of December 3rd at the American-owned Union Carbide Pesticide Plant three miles (4.8 km) from Bhopal.

* to set up ground-based receiving, transmitting and tracking systems

and to establish infrastructure for the fabrication of spacecraft systems.

The exercise also provided an opportunity to conduct investigations in the area of spcae sciences. The satellite carried three experiments, one each in X-Ray Astronomy, Solar Physics and Aeronomy.

Introduction

People have always needed to count. Earlier they counted with their fingers and probably through scratch markings on trees or bones or on the walls of their caves. People are now able to solve very sophisticated problems, and increasingly so with the aid of computers.

Today we use computers in virtually every environment, even in areas unconnected with number manipulation.

What is Data ?

Data is a collection of facts, figures, statistics which can be processed to produce meaningful information.

What is Processing ?


Processing is the manipulation of the letters, numbers of graphic symbols that constitute data. Data is collected, captured, shifted, rearranged, sorted in sequence, stored, retrieved, formatted and sent to various persons who need the information

Processing includes -
Calculation : addition, subtraction, multiplication, division
Comparison : equal to, greater than, less than, zero, positive, negative
Decision-making : branching to a different path depending on a condition
Logic : the sequence or flow of step to be followed to get the desired result

What is Information ?


Information is processed data. It refers to facts, figures or statistics that have meaning. Although data and infomation are technically different they are often used interchangeably.


What is a Computer ?

A computer is often understood to be a device that computes or calculates numbers. It can be defined as an electronic device with the ability to

1. Accept data supplied by the user
2. Input, store and execute instructions
3. Perform mathemtical and logical operations
4. Output results according to user requirements

Functional Components of a Computer

Central Processing Unit (CPU)

The hardware of any computer system can be broadly classified into the Central Processing Unit (CPU) and the peripherals.

The heart of the computer is called the CPU (Central Processing Unit) or processor. The CPU performs :
Arithmetic operations: addition, subtraction, multiplication, division
Logical operations: logical comparisons
Input - output operations : accepting data to be processed, generating the output or results of processing
Internal data movements : moving data between various parts of storage
Data manipulation : accepting data, sorting it, processing it, generating the required information


To perform these various operations the CPU has various components

1. Arithemetic-logic unit (ALU)
2. Control Unit (CU)
3. Memory Unit

Arithmetic Logic Unit (ALU) performs the actual calculations (add, subtract, divide, multiply) and comparison (greater than, lesser than, equal to, positive, negative, zero).

Control Unit (CU) coordinates the operations of the hardware. It also coordinates the flow and execution of data and instructions that are fed into the memory or main storage via the CPU. The CU functions in a fetch-execute cycle. It fetches the instructions and data from the memory unit, decodes them and sends them to the Arithmetic Logic unit (ALU). The output from the ALU is fetched by the control unit and sent to various parts of the computer.

Memory unit or Main store hold data instructions (that are being interpreted and executed), intermediate results and final results ready for output. The data and instructions are passed from the main store into ALU, or to and from the storage devices under the control of the CU. All instructions or data are stored in the memory unit before being used by the ALU, or the CU. The main store is divided into a number of storage locations. These locations can be accessed by a unique number or address.

Within the CPU are a number of high speed, special purpose memory units called registers. These registers carry out critical functions in the execution of programs. A computer has four basic types of registers:

1. accumulator register (ACC)
2. store operand register (SOR)
3. control register (CR)
4. instruction address register (IAR)

Data Storage Devices

RAM

Typically semiconductor elements are used in primary storage sections or main memory. Semiconductor storage elements are small integrated circuits. The storage cell circuits and the support circuitry needed for reading and writing data are packaged on chips of silicon. Chips that use metal-oxide semiconductor (MOS) technology are usually used in the primary storage section. The components are called random access memory (RAM) chips. It is possible to read from and write to any location within RAM by specifying its location or address. New data can be written onto any location, however, while doing so the previous existing data is erased.

RAM chips may be classified as :

1. dynamic
2. static

Dynamic RAM chips - The storage cell circuits contain

a transistor (functions like mechanical on-off light switch) a capacitor used to store an electric charge

Depending on the switching action of the transistor, the capacitor may have no charge (0 bit) or hold a charge.(1 bit). The charge on the capacitor must be periodically refreshed or recharged. I the event of power loss dynamic RAM loses its contents. It is thus called volatile storage.

Static RAM chips - are also volatile storage devices. However, as long as they are supplied with power, they do not require special regenerator circuits to retain the stored data. More transistors and other devices are needed to store a bit in static RAM. These chips are more complicated than dynamic RAMs. Static RAMs are used in specialised applications. Dynamic RAMs are typically used on the primary storage section.

ROM

There are certain essential functions that the computer must perform when it is switched on (e.g. establishing connections within the various components of the computer and its peripherals). These low level or machine level functions are carried out through a series of programs or microprograms. These microprograms are stored on chips. These Read Only Chips (ROM) contain data which can be read randomly when required but cannot be written onto.

Data is hardwired onto these chips at the time of manufacture. They cannot be changed by the user.

While both RAM and ROM are storage devices and can be accessed randomly, they differ in that data can be written onto RAM while ROM does not permit the user to write onto it.

ROM retains the data in it even in the absence of power and is thus non-volatile storage.

PROM

Short for programmable read-only memory, a memory chip on which data can be written only once. Once a program has been written onto a PROM, it remains there forever. Unlike RAM, PROMs retain their contents when the computer is turned off.

The difference between a PROM and a ROM (read-only memory) is that a PROM is manufactured as blank memory, whereas a ROM is programmed during the manufacturing process. To write data onto a PROM chip, you need a special device called a PROM programmer or PROM burner. The process of programming a PROM is sometimes called burning the PROM.

EPROM

An EPROM (erasable programmable read-only memory) is a special type of PROM that can be erased by exposing it to ultraviolet light. Once it is erased, it can be reprogrammed.

EEPROM

EEPROM stands for Electrically Erasable Programmable Read Only Memory. EEPROM data cannot be selectively rewritten; the entire chip must be erased and rewritten to update its contents.

While Random Access Memory (RAM) loses its data every time you power down your computer, EEPROM does not require a power source to maintain its data. For this reason EEPROM is commonly used by many BIOS chips to save system settings. They are especially useful in process control equipment, in which a real-time response is necessary, but when the software is being is continuously modified.

EEPROM is slower than RAM, but is perfectly fine for applications such as storing saved BIOS settings. EEPROM would not be chosen for applications with dynamic read/write requirements, as in the case of a digital camera, memory stick, or flash card. For these purposes a newer hybrid form of EEPROM is used called flash memory. Flash memory differs from EEPROM in that its data can be selectively rewritten. It can also be erased and rewritten in entire blocks, rather then one byte at a time. This makes it much faster than EEPROM.

Virtual Memory and Cache Memory


Virtual Memory

The size of the memory unit in the CPU is often inadequate, when large programs need to be stored or large amounts of data need to be processed. To overcome this drawback the technique of virtual memory is used. In this technique, which is implemented by hardware of software or both, the memory of the computer appears to have been increased. The program is divided by the software into pages or segments. Only that portion of the program and data that is being processed is kept in primary storage. Part of backing storage is treated as an extension of the main memory and information that is not required is swapped in and out of main store by the operating system. Thus the size of memory becomes equal to the size of primary storage plus the size of secondary storage begin used. Processing time is thus automatically increased.

Cache Memory

In an instruction cycle, the CPU accesses main memory to fetch the instruction. It also accesses memory one or more times to fetch operands or store results. The rate at which the CPU can execute an instruction is therefore, limited by the speed of main memory. To build main memory with the same technology required for CPU registers, so that memory cycle times are comparable to processor cycle times, is very expensive. As a solution a small, fast memory is provided between the CPU and main memory. This is called cache memory.

Types of Computer Files

The smallest unit of data is the data field. The data field consists of a group of related characters treated as a single entity.

A collection of related data items treated as a single unit is called a record.

Records are grouped to form files.

Types of files

The two broad categories of data files used in an information system are:

1. Master files
2. Transaction file

Master files are perpetual files i.e., apart from the time of their creation they are empty. Further, they maintain information that remains constant over a relatively long period of time. When the information changes the master file may be updated. The normal methods of updating are by adding, deleting or editing records in a file.

Transaction files are files in which data prior to the stage of processinig is recorded. The data in transaction records may be collected automatically or may be initially recorded or source documents and later converted to machine readable format.

A transaction file may be a temporary file, to be retained only as long as it is necessary to alter master file information. After the transaction file is processed it is usually re-initialised and further transactions are then recorded in it.

File Organisation

For organizing records efficiently in a computer file:

1. Data must be organised in a logical manner.
2. The file structure must allow quick access to data.
3. Allow for addition or deletion of data according to requirements.

File organisation may be :

1. Serial
2. Direct access
3. Indexed Sequential

In a serial file each data record is placed in turn the next available storage space. The record keys need not be any particular order, and there may be no relationship between the logical position of an item on the file and its physical position on the device. Records can only be accessed in the order in which they occur on the storage medium.

In sequential file organisation, records are held and accessed in a predetermined sequence of keys. Records can be organised in numerical alphabetical or chronological order.

Magnetic tape is a common medium for storing sequential and serial files. Files however may also be stored on disk, which allows convenient storage and faster access than on magnetic tape. Data however, must be retrieved sequentially.

Types of Processing Systems

There are variety of processing options available today.

1. Batch processing systems
2. On-line systems
3. Real-time systems
4. Distributed systems

Within a few days of their arrest at the Watergate, charges of burglary and wiretapping were brought against the five and against E. Howard Hunt, Jr., a former White House ...

Watergate Hotel, Washington DC "Watergate" is a general term used to describe a complex web of political scandals between 1972 and 1974.

The word refers to the Watergate Hotel in Washington D.C. In addition to the hotel, the Watergate complex houses many business offices. It was here that the office of the Democratic National Committee was burgled on June 17th, 1972.

The burglary and subsequent cover-up eventually led to moves to impeach President Richard Nixon. Nixon resigned the presidency on 8 August 1974.

"Watergate" is now an all-encompassing term used to refer to:

  • political burglary
  • bribery
  • extortion
  • phonetapping
  • conspiracy
  • obstruction of justice
  • destruction of evidence
  • tax fraud
  • illegal use of government agencies such as the CIA and the FBI

Yeh GST Kya Hai?

The implementation of goods and services tax (GST) from next financial year will result in the reduction of tax burden for the industrial sector and make it more competitive, a senior official said today.
   
The tax burden on industry will come down, which accounts for 25 per cent of gross domestic product (GDP) but accounts for 60 per cent of fiscal income. The burden will now be reduced and the industry will become competitive,” V S Krishnan, commissioner (appeals), central excise and service tax, Pune.

However, he said, the situation will be different with services sector. People are arguing for a higher threshold limit for services, which is about Rs 10 lakh now.

The GST regime will help to reduce the incidence of taxation on capital goods which still carries taxes that are are not subject to Cenvat, octroi, SAD and CVD on imported goods, he said addressing a interactive session on ‘First Discussion Paper on GST’, organised by the Bangalore Chamber of Industry and Commerce (BCIC), here.

“This is a major reform. The cost of capital goods in the country will fall and it will give a fillip to industry and trade. The cost of capital goods will fall and industry’s modernisation efforts with regards to power, infrastructure among others will benefit,” Krishnan said.



Stating that the introduction of GST is without doubt the most important tax reform legislation in post-Independent India, he said, “This is a game changer and it’s going to have tremendous impact on India’s competitiveness. Our country will become one common market like the US and Europe.”

The first discussion paper gives a clear signal the Centre will implement GST system between April 1, 2010 and April 1, 2011. It may coincide with the Commonwealth Games being held in New Delhi in October 2010, he stated.

The GST system is being introduced as it will reduce interstate trade barriers and create a common market and secondly, it will redress imbalance in taxation between industry and service sectors. Presently, incidence of taxation is 16.5 per cent on goods. This may come down to about 16 per cent. But services sector, which is presently taxed at 10 per cent may witness rise in taxation to 16 per cent with both the states and center taxing at 8 per cent each, Krishnan said.

GST introduction will also see expansion of taxable base in two ways. On the manufacturing side, today excise duty is only charged on goods, which are manufactured.

Therefore, it does not capture all value addition in manufacturing. Only that value addition is taxed, which amounts to manufacture because of the constitutional provisioning. Rethreading of tires, galvanising and repairs are not taxed. There is going to be vast range of value addition. So basically all economic activities will be taxed in the new tax regime, he pointed out.

India to host 4th Environment Friendly Vehicles Conference 2009

India will host the 4th Environmentally Friendly Vehicle (EFV) Conference in New Delhi from November 23-24th this year. This is for the first time that such a prestigious and international event on automobile sector is being organized in a developing country.

The EFV conference aims at promotion of environmental friendly vehicles to ensure sustainable road transport. Reduction of greenhouse gases, improvement of air quality, reduction in traffic noise, protection of resources and prevention of the release of harmful substances are the main objectives of the Conference. It will also pave the way in achieving the ambitious targets on human health at a cost effective and sustainable manner. The Conference offers a platform for senior government officials, industry leaders, academicians and key decision makers, to discuss environment friendly mode of public transport and development.

As a part of WP-29 initiative, Environmentally Friendly Vehicle (EFV) Conferences are being organized biennially. The first such Conference was held in Tokyo, Japan in 2003, second in Birmingham, UK in 2005 and the third conference in Dresden, Germany in 2007.

The 2009 Delhi Conference will deal with issues such as –


• Mobility and Environment - Role of EFVs
• Future of EFVs & electric vehicles,
• Gaseous Fuels Technology, Alternative fuels and Drives – Technology of Future
• Regulatory and Legislative Framework for EFVs.


The Conference is being jointly hosted by Ministry of Heavy Industries and Public Enterprises and other stakeholders viz. Ministry of Shipping, Road Transport and Highways, Ministry of Environment and Forest, Ministry of New and Renewable Energy, Ministry of Urban Development, Ministry of Petroleum and Natural Gas as well as Industry association i.e. Society of Indian Automobile Manufacturers (SIAM) and Auto Components Manufacturers Association (ACMA).

MNP

Mobile number portability (MNP) enables mobile telephone users to retain their mobile telephone numbers when changing from one mobile network operator to another.

The TRAI today issued draft Regulations to facilitate Mobile Number Portability (MNP) implementation in the country. The draft regulations lay down the business process for implementing mobile number portability. The important points covered in the draft include Subscriber’s eligibility conditions for porting, Rights, obligations and duties of service providers; Rights, obligations and duties of Donor operator where the subscriber exists before porting; Rights, obligations and duties of recipient operator where the subscriber moves after porting; Rights, obligations and duties of Mobile Number Portability Service Provider (MNPSP) who facilitates the mobile number portability through its clearing house and Number portability Database centre and Porting Process guidelines which describe the entire porting process right from the time subscriber requests for porting his mobile number till the porting takes place.

In March 2006, the Authority had recommended implementation of MNP in the whole country in a phased manner, starting from Metros and A category service areas followed by B and C category service areas. DoT accepted the recommendations of the Authority including formation of a Steering Committee under the aegis of TRAI, to deliberate upon various issues involved in the implementation of MNP in the country. A Steering Committee was constituted consisting of representatives from TEC, Service Providers and their Associations that submitted its report to DoT for initiating the process for selection of MNP operator.

Subsequently, the DOT issued guidelines for MNP service license on 1st August 2008. The DoT guidelines envisaged geographical division of the country into two Number Portability Zones (zone 1 & zone 2), each consisting of 11 licensed service areas. Subsequently, one operator in each zone was selected (M/s Syniverse Technologies(I) Pvt. Ltd was granted licence for operating in Zone 1 (Northern and Western India) and M/s MNP Interconnection Telecom Solutions(I) Pvt. Ltd was granted licence for MNP Service Zone 2(Eastern and Southern India)), based on the selection parameters set in the guidelines for MNP service license.

The DoT has granted license to these MNP service providers on 20th March, 2009 and TRAI is formulating business process for implementation of MNP in the country. TRAI will bring a consultation paper on Per port transaction charges and dipping charges shortly. TRAI solicits comments from the stakeholders on these draft regulations by 14th July 2009. The number of billionaires in India almost doubled in the past 12 months to 52, mainly thanks to a recovery in global stock markets, a richlist from US magazine Forbes showed on Thursday.

"Happy days are definitely back again for India's richest," said Naazneen Karmali, India editor for Forbes Asia, in a statement accompanying the India Richlist survey.

"This year's list shows yet again that when conditions in the financial markets and the economy are right, India has the scale and resources to produce billionaires faster than most of the countries on Earth."

A rebound in the Mumbai stock exchange, which is up 76 per cent since the start of the year, and continuing economic growth helped enrich the mostly male list of company owners, whose accumulated net worth is equivalent to a quarter of India's gross domestic product.

Last year, the number of billionaires halved to just 27, from 54 in 2007.

"In terms of absolute fortune, we are not at the level we had," Karmali said: "We're back to 52, but in terms of wealth we have not recovered yet."

The head of India's biggest company Reliance Industries, Mukesh Ambani, is once again the wealthiest person in India. His net worth is estimated at 32 billion dollars, an increase of 54 per cent from 2008.

In second place is steel magnate Lakshmi Mittal who is worth 30 billion dollars, up 46 per cent from a year earlier, Forbes said.

Mukesh Ambani's estranged brother Anil is in third place with 17.5 billion dollars, 40 per cent higher than before.

The richest newcomers were two brothers from energy group Torrent Power -- Sudhir and Samir Mehta -- whose collective wealth was ranked 23rd at 2.02 billion dollars.

The magazine also underlined the higher concentration of wealth in India compared with China.

The 100 richest Chinese are worth 170 billion dollars, less than their Indian equivalents at 276 billion dollars.

Dolphins national aquatic animal

Prime Minister Mmanmohan Singh chaired the first meeting of recentlyset up National Ganga River Basin Authority (NGRBA) on Monday, where it was decided to declare dolphins as a national aquatic animal. Dolphins in the country are on the brink of extinction.

The Centre also decided to spend additional Rs 1,5000 crores to make the river pollution free within the next ten year.

Shastri's 105th birth anniversary today,Govt names flagship scheme after Mahatma

           The Centre's flagship National Rural Employment Guarantee Act (NREGA) will be named after Mahatma Gandhi. An announcement to this effect by Prime Minister Manmohan Singh is expected on Friday, on the occasion of Gandhi Jayanti. The decision to name the NREGA after Mahatma Gandhi was taken at a meeting of the union cabinet. Government sources said the cabinet has approved the move in principle.October 2 is celebrated as Gandhi Jayanti but it's also the birth anniversary of another great Indian leader.

Former Prime Minister Lal Bahadur Shastri shares his birthday with Mahatma Gandhi. Today is his 105th birth anniversary.

Shastri joined Gandhiji's Civil Disobedience Movement in 1930 and also participated in the Quit India Movement.

Shastri joined Nehru's cabinet as the Railways and Transport Minister in 1952 and after the death of Nehru, he became the Prime Minister of India in 1964.

रमेश कुमार ने इतिहास रचा

भारत के रमेश कुमार ने विश्व कुश्ती चैंपियनशिप में कांस्य पदक जीत कर इतिहास रचा है.

ये पदक उन्होंने फ़्रीस्टाइल 74 किलोग्राम वर्ग में जीता है. प्रतियोगिता डेनमार्क में चल रही है.
उत्तर प्रदेश के रहने वाले रमेश कुमार ने 32 साल के अंतराल के बाद इस प्रतिष्ठित प्रतियोगिता में भारत को कोई पदक दिलवाया है.

रमेश ने मोलोदोवा के एलेक्ज़ांदर बुर्का को तकनीकी आधार पर हराया. हालांकि शुरुआत में रमेश का प्रदर्शन खराब रहा था और पहले चरण में वे 0-3 से पिछड़ रहे थे.

13 Indian firms make it to the Forbes Asia list

KUALA LUMPUR: As many as 13 Indian companies, including Reliance Industries, Infosys Technologies and Tata Steel, have made it to the list of Forbes’ 50 best-listed companies in the Asia-Pacific region.

"Our list is a mix of giant, established companies — this year that list includes Australian miner BHP Billiton, Hong Kong conglomerate Noble Group and Indian oil and gas heavyweight Reliance Industries — and smaller outfits such as Agile property Holdings, Anhui Conch Cement and digital China Holdings,Forbes Asia said in a statement.

In the Forbes list, there are four Indian entities — Reliance Industries, Bharti Airtel, Infosys Technologies and Tata Consultancy Services — among the top ten firms in terms of market value.

Reliance Industries and Tata Steel feature in the top ten league in terms of sales.

The Indian league has four newcomers this year.
They are: Adani Enterprises, Axis Bank, Jindal Steel & Power and Tata Consultancy Services.
 Among the Indian firms returning to the list include Bharat Heavy Electricals, Larsen & Toubro and Reliance Industries.

China has again outdone the rest of Asia Pacific with the most number of firms (16) represented in the league.
 
The mainland firms together with five from Taiwan and three from Hong Kong account for almost half of the entries, giving Greater China the biggest regional representation on the list,” Forbes said.
Taiwan moved up the ranking this year and is in the third place with five companies on the list, all of which are from the technology sector. Japan and Australia share the fourth place with four companies each on the list.


Selection criteria
The list included companies that have revenue and market capitalisation of at least $3 billion and a five-year record of operating profitability and return on equity.
The other criteria for being in the list include long-term profitability, sales and earnings growth, stock price appreciation, projects earnings, quality of management and entrepreneurial skills. — PTI

CIVIL SERVICES BILL 2009: THE SILENT CIVILIAN COUP

India's first Prime Minister's self-confessed biggest failure is now set to become complete surrender. In the 21st century, instead of putting in place a contemporary and responsive bureaucratic set up, India is on the verge of making its dysfunctional colonial babudom that Nehru wanted to dismantle but could not, even more unaccountable and powerful than it was during the Raj.

So dangerous is going to be the result of a proposal under consideration that it is surprising that there are no voices being raised against it. Perhaps that itself is an indication of the power and reach of India's babus even today.

Let us get some basic things straight. This country is meant to governed by political leaders who are chosen by the people, the real sovereigns, to whom they are accountable. In effect, Chief Minister are CEOs of their states while the PM is the CEO of the whole nation. All organs of the government, including the IAS and IPS that are about to give a fatal punch to this fundamental concept, are no more than changeable instruments that exist solely to assist these CEOs to do their jobs efficiently and effectively.

As it is, thanks to the colonial bureaucracy that frustrated and defeated even a tall leader like Nehru, these CEOs have only a very small pool of talent from which they can select individuals who can faithfully execute their plans and projects. Unlike in modern countries like the US, a PM cannot, for example, appoint a Cabinet Secretary of his choice; he has to pick from less than half a dozen IAS officers who fall in that seniority bracket. The same constraint is faced by CMs in states. They all have to appoint generalist babus of the IAS cadre alone to head the secretarial support staff in all departments. Due to this constraint that will be unacceptable in any modern and responsive administration anywhere in the world, over time, the IAS cadre has become extremely powerful.

As things stand today, all that an individual has to do is get through one Civil Services exam. After that, he need not do anything at all. The system has been systematically sabotaged in such a manner that he will rise to a very high rank and retire a very rich man. Unless he does something criminally unacceptable and is caught and convicted, he is set for life. There is no pyramid; it has been turned into a vertical cylinder. And the very few who do not reach the rank of Additional Secretary are assured many other usurped and lucrative alternative options, including in the public sector.

In addition, having successfully sidelined the military and other professions and cadres from all top positions in the government, the babus - and that includes IPS officers who think they are IAS guys in uniform and not the cops that they are meant to be - are now all set to push even politicians aside. As it is, most politicians, having never worked a day in their lives in a result-oriented organisation, are led by the babus who make them take most decisions that the babus want. So much is the control execised by these babus that, often, decisions pushed through against their wishes are simply not implemented till the minister changes, after which in any case they do not need to be. All this and more will get exposed if the notings on files are made available under the RTI. That is why they are opposing that proposal so strongly.

See the trick and the dysfunctional aberration here? Babus wield the real power already; they compel politicians to take most decisions due to their written recommendations which, unless a minister is well-informed and strong, are accepted. But, the babus don't want to be held accountable for them in any manner. The accountability has to rest with the political decision making authority alone.

There is no doubt that responsibility and accountability of the government has to rest with leaders chosen by people to lead them. If that be so, then, it logically follows that such leaders should have the freedom to choose and appoint the secretarial staff and professionals to help them do so. Unfortunately, over the years, politicians have not covered themselves with glory and some have actually gone berserk in misusing their powers.

The deterioration in the quality of political leadership is a matter of serious concern and measures need to be taken to correct it. But that should be done by politicians at the political end. However, what the unresponsive bureaucracy that is effectively not accountable to anyone, is trying now is insidious and dangerous. In the garb of "insulating" IAS and IPS officers from politicians, it is taking the country backwards in colonial time. Let no one be under any illusion that if the proposed Civil Services Bill 2009 is passed, bureaucrats, who are essentially no more than secretarial support staff to leaders, will become even more powerful than the leaders chosen by the people.

The world has not yet seen "collective dictatorship" of the kind that India is in the danger of being taken over by. If this bill goes through, India's colonial bureaucrats, including those in khakis, will go almost totally beyond the pale of control of even the elected, and will become the nation's real rulers without being answerable to its people in any manner whatsoever.

Look at some proposals included in the bill:
  • A new Civil Public Service Authority (CPSA) will be established to "professionally manage" civil services (IAS and IPS) and serve the interests of babus and citizens. The CPSA will aid and advise the government in all matters concerning the organisation, control, operation and management of public services and servants. It will also frame public service codes to facilitate babus in discharging official duties with competence and accountability, care and diligence; responsibility, honesty, objectivity and impartiality; without discrimination and in accordance with the law.
  • The rank of the Chairman of the CPSA will be equivalent to the CEC and he will be appointed by a committee comprising the PM, HM, Leader of the Opposition and a Supreme Court Judge. The Cabinet Secretary will be the convener of the CPSA.
  • The Cabinet Secretary, Chief Secretaries and DGPs will selected out of a panel by the PM/CM, HM and the Leader of the opposition.
  • The new rules also give enough importance to performance parameters of officers considered for top posts.
  • All bureaucrats will have fixed tenure of three years and will have to be compensated for inconvenience and harassment if moved out earlier.
  • If the government deviates from these norms, it will have to inform the Parliament about the reasons for doing so.
  • These rules apply only to IAS and IPS officers only. Civil servants of other 'inferior cadres' will remain under the thumbs of these cadres as before.
Can you see what is being cleverly slid in?
  • The taking away of powers of appointment from the PM/CM and involving the Leader of the Opposition in the process will simply erode executive authority and eventually ensure that the political leadership will be left with no choice but to pick the senior most officer declared eligible for the job by the CPSA. This means that even when people vote out a government because it has failed to deliver, the new government will be forced to work with the same permanent team of not-accountable-to-anyone babus who ran the failed administration that was rejected by the people. What is this going to lead to, as even an uneducated person can tell you? Even more sloth, unaccountability and colonial arrogance of the sort not seen for 62 years.
  • As of now, the only real power that political leaders have over babus is that of transfer, particularly to lucrative appointments, because babus have already played havoc with organisational hierarchy to ensure promotions up to the near-top level, irrespective of performance (this talk of changing the system of evaluation is no more than a red herring to hijack control). If tenures are fixed at three years, the above-the-government CPSA is empowered to question it, the government has to give reason to the Parliament for moving someone out early and the concerned official has to be compensated for it, then it means that a political leader will invariably be stuck with the same failed officials (even politically inconvenient ones, rightly or wrongly) till their tenures are over. As a result, these already unaccountable officials will become the real masters wherever they are, without being answerable to any body and without any fear whatsoever of anyone other than their equally unaccountable cadre superiors.
  • Presently, the Cabinet Secretary is the senior most bureaucrat who reports to the PM and who can be appointed and removed by India's CEC at will. After the bill is passed, the Chairman of the CPSA will become the Supreme Leader of India's bureaucrats, the babus' Ayatollah, as it were. He will not only be totally out of control of the government but will actually become a superior, independent authority that can question any decision of the political leadership in the states and the Centre in all matters concerning postings, promotions and issuance of orders in accordance with the law.
In short, what India's colonial bureaucrats are attempting now is a silent but deadly civilian coup. IAS and IPS, the anachronistic and dysfunctional cadres that belong to the 19th century, have already grown overwhelmingly powerful in the last sixty two years by infiltrating into and usurping control of all the powerful wings of the government and quasi government organs and bodies. This regression has led to a situation where they are now not willing to submit even to the ultimate people-empowered authority of the political leadership.

The Civil Services Bill 2009 is, in sum, nothing but a cleverly concealed attempt designed to take away most of the few remaining powers that politicians exercise over India's bureaucrats belonging to the IAS and IPS, and make them the de facto rulers of this country, accountable to no one at all. If the bill goes through, India's democracy will effectively be dead in a few years.

MORAL OF THE STORY
You and I may keep voting politicians in and out of power. That will not effect the government at all. No matter who is in power and who is out, the real writ that will prevail will be of India's civil servants; that autonomous tail will wag all political dogs voted to power by the people of this country.
